I know snowflakes are pretty vicarious eaters but, would it bother a peacock mantis? Probably would right.

I'd say no. That fight could go either way depending on the size of each. I saw on RC where a guy had a lionfish with a mantis and the lion tried to eat the mantis and killed both of them. Might be the same result with the eel and mantis. They would also both hang out in the same areas of the tank which probably would end in conflict. One good shot from the mantis could wipe out the eel too.
