I have a new live rock plus fish tank 3months. I have a bi-color that is not eating (I feed frozen shrimp cubes) and it rubs its face on the rocks. Can anyone tell me what's going on with it?

Could be a parasite? The rubbing on the rocks is peculiar and I've seen it with discus whenever they had a parasite in their gills.. I'd do some research and see, there are a lot of guys who know quite a bit on the forum

I'm including a Very in depth article on the subject. However, my experience and the way I look at Ich is different. Ich is a parasite that 99.9% of saltwater tanks have or will have. Fish that get it, are generally stressed or in poor health. Healthy fish seem to live without being bothered by it. I've never lost a fish that was eating. If they're willing to eat, they will survive. That being said, some fish are already at the point of "No Appetite". Garlic products work best for stimulating appetites. I personally keep Kent Marine Garlic Extreme on hand just in case I get a finicky eater. Secondly, I also use Selcon. Selcon is a form of stabilized vitamin C for their immune system. For Tangs, Blennies, Angels & any other algae eating fish... I soak their Nori (seaweed) before I give it to them. It can be added to any food though. Aside from doing whatever I can to get them to eat, I won't try any other treatments once the fish is my main display. That's just me. Having a Quarantine Tank will allow you to use different treatment options.
Most fish that die in our tanks, die from stress related illnesses. Whether stressed when it was bought or stressed from our own tank or "Tank Mates". 100% of fish in our petstores are stressed. Some more than others. LFS are there to "Sell" them... not make a nice home for them. Hence, it's built-in stress. Some LFS are better than others though... Buying fish from is always a gamble.
Someone on here once said "We are keepers of water... the fish & coral are just renting".... very true statement.
